TESAN-Televita S.r.l. was founded in 1991 through the merger of two companies both operating in the Tele-assistance sector: Televita S.p.A. of Trieste and Tesan S.p.A of Vicenza. TESAN-Televita S.r.l. manages the public tele-control and tele-alarm service for Regione Friuli-Venezia Giulia on behalf of the Health and Social Protection Directorate of the Regional Government.

Over the years, TESAN-Televita S.r.l. has developed its Tele-assistance services beyond the original Tele-control and Tele-alarm services: it also offers the delivery at home of pharmaceutical products, a drug planner service, solutions to domestic emergencies by providing specialised repairmen (e.g. electricians, plumbers), the safekeeping of house-keys and the emergency intervention in the main towns of the Regione.

Since the company was founded, the number of the assisted people has grown to the current level of 4.150 people – mainly elderly, fragile and people at social-health risk.

Corporate Mission

Tesan-Televita’s Corporate Mission is promoting and delivering alternative and innovative tools for home assistance in order to support people exposed to high social and health risks, satisfying their needs and demands and thus improving their living conditions, offering security and reducing the admission to elderly homes or hospitals. At the same time Tesan- Televita contributes to cost containment of public social and health care expenditure.

Activities

The main activity of Tesan-Televita is Tele-assistance, a combination of tele-control and telealarm services.

The Tele-alarm service consists in the timely detection and management 24/7 of alarms, sent by the assisted persons, activating with minimum latency the most adequate rescue or assistance resources. This is achieved through elderly-activated devices (panic buttons) linked to the telephone line of the user and equipped with a microphone and a loudspeaker for communicating with the Contact Centre in case of emergency (social and psychological needs, fall, illness, others).

In the provincial head towns (especially Trieste, where the incidence of elderly people exceeds the 25%, while the national average is 18%), where the network of neighbours and family is not so active as in the smaller communities, the company offers a 24/7 emergency service and dispatch personnel to homes in case of an alarm. The Tesan-Televita personnel carries the key to the home, and, in addition to providing immediate aid, facilitates the access to the house avoiding unnecessary delays or the need to force the door.

The Tele-control service consists of a personalised telephone contact with a variable frequency (at least once a week), which has the function to comfort the person and to monitor constantly the environment and the psycho-physical situation in order to prevent situations of risk. It promotes the correct and healthy habits and controls also the right functioning of the Tele-alarm system, by asking the user to simulate the alarm.

Tesan-Televita is part of the ItalTBS Group (see www.italtbs.com) a large supplier of clinical engineering, medical software applications and eHealth with operations in various European countries and backed by one of the strongest shareholder team one could imagine, including Generali Group (third largest Insurance Group in Europe), General Electric (the eleventh largest corporation in the World) and Monte dei Paschi di Siena Group (fifth largest Italian Bank).

AGE, the European Older People’s Platform, aims to voice and promote the interests of older people in the European Union and to raise awareness of the issues that concern them most. Everyone in the European Union is increasingly affected by decisions taken by its institutions: the Council of Ministers, the Commission, the European Parliament and the Court of Justice. Decisions affect the daily lives of all its inhabitants - including older people.

AGE is involved in a range of policy and information activities to put older people’s issues on the EU agenda and to support networking among older people’s groups. Among our guiding principles is that a change of attitudes is needed to achieve a society for all ages, seeking solidarity between generations in a way that recognizes older people’s contributions to society. AGE is committed to combating all forms of age discrimination in all areas of life and aims to monitor and influence the implementation of the various EU initiatives in this area.

AGE was set up in January 2001 following a process of discussion on how to improve and strengthen cooperation between older people’s organizations at EU level. Membership of AGE is open to European, national and regional organizations, and to both organizations of older people and organizations for older people. Organizations of older people will have the majority of votes in AGE’s decision-making bodies. Membership is open only to non-profitmaking organizations. AGE is co-financed by its members and by the European Commission.

Situated at the eastern border of the Italian peninsula, Friuli-Venezia Giulia is a region which, by its very nature, is open to the world at large.

A meeting point of Latin, Germanic and Slav cultures and a Region in which different communities speaking different languages - Italian, Friulian, Slovene and German - have always lived together, Friuli-Venezia Giulia is pursuing its development in a European dimension.

A natural opening to the sea for many central European countries, the region is traversed by the major transport routes between the east and west parts of Southern Europe.

In a unique natural environment, characterised by the sea, the foothills and the mountains, the productive backbone of the region is largely made up of small- and medium-sized enterprises active in international economic relations, although there are a number of large companies, such as the ship-building industry involved in the construction of prestigious cruise ships at the service of world tourism.

The strengthening of technological innovation and scientific research is the direction chosen by this region for providing its contribution to national and international economic and social development. The presence in Trieste of the International Centre for Theoretical Physics and the Area Science Park is a tangible evidence of this choice.

ASS 1 of Trieste works in this context and its primary objectives can be summarised in the following corporate projects:

  1. Community care for frail people – The present project intends to structure and to experiment an “integrated community support” for frail people, with strong focus on prevention, taking into consideration the risk of evolution towards dependence.
  2. Development of the emergency intervention at home with rehabilitation – This project is aimed at improving and developing an existing function, which is part of the global set of homecare services of the Municipality and of the Health Authority.
  3. Improvement and strengthening of the integrated services for elderly people, which are not autonomous. These activities are meant to cope with the loss of autonomy and offer the elderly persons and their family a concrete alternative to the elderly or nursing homes, guaranteeing the continuity of care within the health and social care system.
  4. Revision of the modalities to support the families of caregivers – “Not alone anymore: supporting without fear” - the objective of the project is that caregivers feel more integrated and sustained within the network of institutional and informal services.
  5. Overcoming the standardisation of the treatment through good practices in the residential structures for elderly people – In order to improve the quality of life in institutions through the revision of the workflow of acceptance, with the introduction of personalised planning, development of good practice among the actors in the provision of services and opening towards the field.
  6. Promoting the permanence of the elderly person at home, fighting against the institutionalisation. Some actions are of fundamental importance in this context:
    • Promote the centrality of the person.
    • Develop teamwork through the activation of a personalised integrated support plans aimed at implementing real care budgets.
    • Improve the quality of life at all levels, at home as at elderly and nursing homes.

East-Tallinn Central Hospital (ETCH) is the third largest hospital in Estonia with 550 beds and 425.000 outpatient consultations. It is located in Tallinn, the capital of Estonia. ETCH is a municipality owned legal entity since 2001. It was established by merging 7 Tallinn's healthcare institutions: 4 hospitals, 2 policlinics and one diagnostic centre.

The history of the hospital goes back to the year 1785 when former Tallinn Central Hospital, one of the four hospitals that have been incorporated to form ETCH, started its work as a town hospital.

ETHC has 6 clinics: Clinic of Internal Medicine, Clinic of Obstetrics and Gynaecology, Clinic of Long Term Care, Clinic of Surgery, Diagnostic Clinic and Eye Clinic. There are working approx. 1.850 employees, among of them are 245 doctors and 630 nurses. The turnover of the ETCH is 45 mio EUR in the 2007. ETCH provides large spectrum of healthcare services. There is active care for inpatient and outpatient as well as rehabilitation and long-term care. The hospital provides also day surgery service.

For emergency patients there is an emergency department opened around the clock. Hospital covers the most of the specialities lacking only neurosurgery, cardiac surgery, nephrology, haematology, child diseases and psychiatry.

During the last 4 years great attention has been paid to the development of hospital information system (HIS). Now there is well functioning HIS that integrates all five different buildings in ETCH. Since 2003 there is hospital picture and archiving system for radiology. Very important issue is the cooperation with other health care institutions. ETCH has more than 200 general practitioners, other hospitals or health care providers that are buying different kinds of services from ETCH.

In the academic field ETCH has close cooperation with Medical Faculty of Tartu University and with Faculty of Science of Tallinn Technical University. The hospital is the official partner for Tartu University in training of residents and postgraduate training of doctors.

International cooperation is covered also in certain extent. ETCH has been partner in two EU Baltic Sea Region Interreg projects. ETCH has just finished participation as a partner in the Baltic Sea Region Interreg IIIB program Baltic eHealth what has ended in September 2007. Today the hospital is the partner in partially EU founded eTen project R-Bay. The hospital has close cooperation with Region Syddanmark in Denmark, with Helsinki University and Heinola Rheumatism Foundation Hospital, Finland.

After establishment of East-Tallinn Central Hospital in 2001 the institution has been in the process of rapid changes and restructuring. Today it could be stated that ETCH has succeeded to become one of the fastest growing hospitals in Estonia. This applies also to the development of organisational culture taking into account the fact that in five years the hospital succeeded to become one hospital with clear vision instead of former six different healthcare institutions.

The aim of the Long-Term Nursing Care Clinic is to provide the best possible quality of life for patients. Today there are many possibilities: a boarding house, nursing at home or in a nursing home, supported housing and extra support, and daycare.

The right choice can only be made if the exact conditions and preferences of the elderly person or of the person suffering from a chronic disease are known at the same time as the patient's social status and the family's ability and readiness for taking care of the patient are known. The patient's geriatric evaluation, during which the condition of a patient is examined from a medical and social point of view, deserves a lot of attention and recognition. Specialists working for the clinic are as follows: social workers, psychologists, therapists, speech therapists and specialists who are there for healing souls and even creativity and art therapy - help the patients to recover.

The Region Syddanmark is the result of the merger of 3½ existing counties into a single organisation and it is the biggest region in the whole of Denmark with 1,2 millions inhabitants. The responsibility for running the health service is decentralized and lies mostly within the regional authorities. Area: 12.191,2 km2. The hospitals of the Region are located in 19 different towns. When Region of South Denmark enters international projects, it represents all the public health care institutions (hospitals) in the region (25.000 employees).

The International Office of Region Syddanmark (RSD) was known until the end of 2006 as the Danish Centre for Health Telematics, County of Funen. The International Office is based in Odense and conducts several projects and activities under a single management. All these have as their focal point the establishment of a market plus the implementation of electronic communication in health services. MedCom and International Projects are the main activities co-ordinated by the Office.

The European projects all revolve around one or several of the following elements: Telemedicine and eHealth services, infrastructure for telemedicine, and standardisation. The International office is leading partner in two eTEN projects Better Breathing and R-Bay and partner in HEALTH OPTIMUM I.D. The office has 8 employees and several external consultants with backgrounds in healthcare, administration, project management and IT.

TB Solutions began its activity in January 1988 with the name Intercomputer, S.A. At the beginning, the organisation was mainly focused on the processing of bank documents (Cheques, receipts, effects) but, starting from 1990, the organisation explored new activities related to services to banks using proper telecommunication developments based on Videotex and the internet. After working in the multinational PSINet for two years, the division of electronic bank solutions forming part of PSINet, in April 2001, split from the American multinational to follow its own way under the name TB-Solutions and become a new trade mark thanks to its great experience in electronic bank, Internet and secure transactions and PKI. The strong experience of the organisation in the file transmission and PKI had led TB Solution to enter the Healthcare market with advanced solutions (e.g. TraumActiva©) able to rationalise the management of healthcare delivery.

TB Solutions is currently involved in a significant number of local, national and international R&D projects. Among these, TB Solutions is currently managing an IST project (AEQUITAS, contract IST-2000-29569) whose aim is to validate and demonstrate technologies and architectures related to the confidence in the context of advanced sceneries at large scale in the business or ordinary life. Moreover TB Solutions has submitted to the 6FP the expression of interest titled “Homogenise Health” whose aim is to create guidelines to harmonise information systems used by health professional to manage and to diagnose their patients.
